he saw the same feeling of "no love" in other girl's eye seating at the bar ......he found the same feeling of no love in the other girl who is seating at the bar. namely Two Same Situations. I guess he is in love with her but somehow feels insecure about getting married. The old couple arguing nearby reminds him of fleeting nature of love. He thinks it is adorable to see that she fixes her makeup in a hurry to look nice in front of him. So he works up his courage and proposes to her. But he knows well himself that he can fall in love with another woman someday. And when the day comes he would probably say that I don't love you. I just don't. And I don't want to apologize for not loving you back, just like the lyric says.
