It's a combination of both for Gojo. They think he's too strong to be sealed so he probably let himself get sealed. Geto was also killed by Gojo so seeing that Geto is alive and is the mastermind of the Shibuya Incident makes it seem as if Gojo failed, which is unlikely because he is so strong. And it's also because they don't like Gojo being around. He calls all the shots and can kill all the higher ups if he wanted to. This is also a way for them to take Gojo out of the picture.

if u remember there are many scenes that show that gojo doesnt really listen to the higher ups and becasue gojo is so powerful , they cant do anything about it, in short they just cant control him, and when the higher ups / goverment cant control something , of course they would like them to disappear . @@cookiemr7460

Fake Geto awakened two types of non-sorcerers through Idle Transfiguration: 1. Those like Yuji who have eaten Cursed Objects (Yuji ate Sukuna's fingers). Which means they have inside a Past Sorcerer (like Sukuna) who has now awakened. 2. People like Junpei who do have a Cursed Technique but because their brain is not the one of a sorcerer they are unable to use it, which Fake Geto just fixed through Idle Transfiguration.

Gojo was tasked with killing Geto. Due to Geto still being alive (as far as they would know) they consider Gojo to have purposely let Geto go free and deemed him an accomplice and expelled from the Jujutsu world. This is in combination with the fact that it was only due to Gojo that Yuji got to live for this long so this is ALSO a reason why the punishment for Gojo is the way that it is. They can’t kill him so making the act of freeing him illegal is the next best thing. Yaga was the one who basically tasked Gojo to fight Geto so due to that it eventually caused the Shibuya Incident thus he is sentenced to death Due to Yuji being the vessel of Sukuna he obviously got the death sentence especially when the higher ups wanted him dead to begin with Its a mix of the higher ups taking advantage of the situation due to their own biases and actually trying to enact judgement for the crimes committed

All of the cursed wombs like Choso have poison blood. Like what happened to Nobara at the end of season 1 with the black markings on her face. The poison doesn't affect Yuji because Sukuna is the king of poisons. We saw this immunity before when Yuji fought Junpei and the poison of his shikigami didn't do anything to Yuji.

It's all just corrupt framing. It's obvious why they would want Yuji out, as for Gojo he is just too strong and they can't control him. He went against the higher ups multiple times and they can't do anything about it so now that he is gone they want to keep it that way. And Yaga the principal, there is also a real reason they want him out but it would be revealed next season.
