Both Kyogre and Groudon are the best in their own type. For raids specificially I prefer Groudon. Kyogre has some other nice advantages. It depends on what you plan on doing with them

Do you use golden berry ? If no , then do it as it increases the chance Do you aim for great or excellent throws ? They increase the chance a lot Do you throw curveball throws ? If no , then practice them , they increase the chances If you are already using these 3 techniques and still not able to catch it , then idts there are any other ways
