Hey sis, thsbks so much! And I've loved my Sisterlocks a lot and I nearly everyone who has them feels the same way! And the price of establishment can vary based on how long your hair is, the density/thickness of your hair, and whether the loctician is a consultant or trainee. I cover all the nuance in previous sisterlocks videos. But typically an establishment can begin at $850 and go uo depending on those factors. And a retightening can be between $100 and $200. I hope this helps+

Can they be started when your hair is relaxed?

That's a good question! My loctician said that there has to be at least a few inches of new growth that's not relaxed for an establishment. But during your consultation, the loctician will go over all of that with you!
