It is not surprising. There are busts and disappointments among recruits every year. Some players get injured. Others are overrated. Other players may have the physical tools to be a top NFL player, but they lack the focus, discipline, or work ethic to make it at the top level.

And Josh Sweat has been a cornerstone for the Eagles defense, even with them getting 'more talented players'. You completely understated how good he is. Is he Lawrence Taylor reincarnated? No, of course not. But he's one of the better edge rushers in the league.
