0:14 He's down if I'm not mistaken. I believe the rule is that if the top part of a player's helmet is on the ground, the player is down by contact. Couldn't find the highlight, but there was a play some years ago where a Lion's player was flipped, the top of their helmet hit the ground, and then the player lost control of the football before any of their elbows or knees hit the ground. The ruling ended up being that the player was down by contact, and therefore not a fumble. This was quite a few years ago though, so I'm not sure if that type of ruling has changed.
