If you're training an explosive sniffing dog, you do it at a designated training facility. Not out in public next to a busy street. Where did this guy get a 55 gallon drums' worth of explosives? Any kind of detonator found? Or is this guy one of those who create the crisis so he can be the one to find it and save the day? If the guys phone was tracked to be at that spot for 12 hours prior, then he would have to have been there before the sun came up. If the golfing wasn't planned, then maybe someone convinced Trump to go play golf that day. His staff or security needs to be questioned intently.
