I believe there may be some confusion here. Japan actually has a parliamentary system with a Prime Minister as head of government, not a directly elected president. The Prime Minister is usually chosen by the Diet (parliament) every 4 years, not every 2 years. Perhaps you were thinking of a different country's electoral system?
