13:28 , i am not entirely sure, but 'pacts' are an intresting concept , typically made between 2 individuals, I think we've seem some version of it in John wick series. Its a law both parties should abide by, otherwide they face signifacnt consequences, But a pact in this case is with themselves, a condition on oneself. If they violate that condition it will effect their own body in an unknown way , i could equivalent or a more than equivalent price to pay. i think the reason they announce is to detail their technique to the users, but by doing so they are conditioning the body to strictly abide by the rules of their own technique to ensure efficiency , its like creating a pact, for example if i announce i can eat 10 times a day , now i am pressured to prove it , since i announced it . i think thats sort of a rationale i made up when i thought of this

In this case “revealing one’s hand” is a pact since you are gaining extra power to your technique, but you also lose the element of surprise. The concept of pacts and/or binding vows in this series is very broad. The only rule is that you have to give up something in order to gain something.
