Derek came straight from Skaro before the Resurrection project was even conceived of, Monty was part of the Ironsides group trying to create a whole new Dalek army from scratch, and the Dalek Supreme was still in his casing when he met Monty to relearn about the Resurrection project. These 3 are the only ones who never got had the chance to get fitted into the smaller "Toy" casing that Darren and Donald use. Thank you for coming to my TED talk.
