To answer your question of "Why?" Easy. When you use the same recruitment or persuasion trope it becomes quicky disinteresting, and this it the second time it was used. Poor planning and writing, which is why it was shuffled off to a corner of the story. It's a very stale trope that is grossly over used in Spider-Man story's
