So what this tells me is the game "Papers Please" is actually a simulation of the US tax system. Where you're forced to stare at paperwork all day and triple check obscure rules usually resulting in you banging your head on the desk in frustration as you miss some tiny detail and immediately get penalised by this all knowing but silent overlord who apparently has all the answers but just likes to watch you struggle.
