No offense to the emperor but that symbol is already copyrighted by holy roman empire. It used to be just one head but was upgraded. It means the union of east and west.

A thing that should be remembered that while the roman eagle was used since Rome exists the double headed eagle only started to be used after Constantine divided the empire in two. After that the double headed eagle became a common symbol in the territories were the byzantines had influence over like in slavic Europe or I'm Muslim Turkey that also imitated the double headed eagle with completely different meanings. To this day the double headed eagle could be found as the symbol of the armed forces of Russia, Serbia, Slovakia etc. Catholic Europe just imitated the one headed Eagle and that is why most armed forces of the west don't have double headed eagle.

Is there any symbolism attached to the talons? Why is one shaped differently than the other?

Great question - the first thing that comes to mind for me is quite literally the "Talons of the Emperor" (i.e. the name given to the Emperor's elite forces incl. the Custodians, Sisters of Silence etc etc), so could just be that? Also, this prompted me to count out the 'feathers' of the Aquila's wings which seem to always add to 20... representing the 20 legions of the Astartes?

This is excellent work! I can't wait to see where this channel goes. That said, I feel the video would have been more complete and rich had it included the connection of the Aquila with various historical authoritarian regimes (beyond just Rome). 40k is self aware of the fact that it is often the symbol of the bad guys. I think any discussion of the matter narrative of 40K has to be open about that sort of thing too. That point is vital to the satire of 40k. This video is so well made and the thorny aspects of the symbol are so deftly avoided that not including them MUST have been a considered choice. However, I hope that the creator shows a willingness in the future to grapple with those more difficult aspects of the topic area. Can't wait to see more!

Definitely toyed with the idea of talking about the use of the Aquila in a certain German totalitarian regime at least but decided against it to appease the KZbin algorithm gods - might delve a bit deeper into the historical significance and make a second part to this video once the channel grows a bit Lots to think about !
