You can tell he needs them because of how he does the intro. thing for each primearch,he lets them choose or just takes them=angron,he lets them choose because he needs to everything he can to make them be on his side,because he needs people to do the fighting work,primearchs are like him=so they can copy him=think faster/better, better then a space marine.
