I observed that rhythmic speaking is used by all politicians and famous people who are eloquent. I struggled with fluency when vocalizing English because I didn’t have a speaking pattern. One day, I tried clustering every 2 or 3 words while speaking, and I found myself smoothly conveying my ideas, sounding much smarter and more eloquent.

I've heard it said that speaking at a pace of 92 beats per minute (average!) is most effective. Is this true?

That has been claimed as the idea rate of speech for decades. Most professionals who have been trained well will speak between 90 and 95 bpm in word clusters. Barack Obama is a perfect example of this.

He's a perfect example of being overly reliant on technique. There's a balance to this. No technique and you're whistlin' Dixie. Too much technique and you sound like C3P0 from Star Wars. Find the middle ground when applying these skills. Also keep in mind that rhythmic speaking is meant to be clustered in select moments, not all the time. Your example sounds like that all the time which is why he sounds robotic and like any other politician who thinks technique alone will get the job done. Clustering rhythmic speaking into various segments also makes it more conversational and not as obvious you're doing anything with your voice. I may make a video about this topic... Thank you for this. This could help with my speech impairment since stutterers don't block on words when they speak in a syllabic rhythmic way. Perhaps I can use this in normal conversation to treat my stutter and get rid of speech blocks..

Stuck? If you mean that words / vowels or consonants won't come out of your mouth when you order them to no matter what you do (deep breathing or slowing down), then yes. It's like you lose the ability to say certain consonants or vowels, frequently throughout the day, even if you're calm or of neutral emotion or speaking with family, friends or strangers. It don't matter the situation. It can happen at any time. And yes, speaking in rhythm does work when you get stuck on a word (called a speech block). When you run into a speech block, don't try to push through it. That rarely works and it tends to lead to more speech blocks when you do it. Instead go back 5, or 8 words before the speech blocks and say each syllable to the beat of 90 - 100 bpm. I find tapping my hand on my shin or outer thigh helps even more. It may take two or three tries of this technique for you to overcome the speech block. Usually it works on the first try for me though. Sometimes I have to do it 2 times for it to work. I recommend you use a metronome to keep time, since the internal timing system in stutterers is known to be faulty due to problems with our basal ganglia.
