Actually the power will always injure survivors. But if the big crow hit the max range or hit a obstacle, it will transform into a swarm of crows that go indefinitely and can go through walls(the big crow that damages can't do that, he will just become the swarm). If the swarm hits a survivor, it will make the swarm be linked to that survivor and reveal their aura. If the survivor receive another swarm while being affected by the firt swarm of crows, he will loose 1 health stage.

Some people thought this was fake, until DbD Leaks on Twitter verified that it was a real image from the developers testing servers. According to similar information, the next chapter will be the Conjuring. The reason that JRM commented the pinned comment was to act surprised about the new killer that a lot of people had seen.
