Another factor of fluctuation is the moon. If moon is in the 10th, it can cause fluctuation. It rules a chara jaliya rashi also. Plus if it owns a dushtana in the chart e.g. 12th house then in dashas of benefic jupiter as 8th and moon as 12th, downfall in career can be seen, So it's not just the malefic planets that cause trouble. Lordships must be seen along with sehdharm and sambandh.
