I think there are like 2 fan service scenes in this entire anime. And they are kind of done tastefully, as expected because of the author herself being female. The butt wiggling thing is just an anime trope to express excitement, male characters do it all the time too. I can see how in this scene it might seem fanservice-y, but it wasn't intended that way. Unless you count cleavage shots, there isn't a lot of fan service in the show except for the 2 scenes I mentioned.

Dominic was a very interesting character for how little time he had. Despite being stubborn and what you could perceive as rude, he truly did save Paninya's life and was very soft spoken around his grandchild. I also like that the show didn't follow the trope of 'Even though I have said multiple times I have never done this, I will make an exception because you just impressed me *that* much, character that is part of the main cast!'. Dominic still didn't take Winry on as his apprentice but he did show her another automail engineer and allowed her to sometimes watch him work, and I find that very fair for a man that clearly stated he doesn't take on apprentices.

I think the manga goes more into why rush valley/automail is such a big thing in Amestris, and like most things about the country it's not good. Amestris has been at war for so often, and for so long, that they developed the technology because they had _so many_ amputees over the years.

The 'bay is a horse' comment from late in the episode and the teaser opening is a loose attempt at translating a Japanese sound wordplay joke as closely as possible. 'Uma' is the Japanese word for horse, and it's also how they start their phrase to announce that the baby is coming/birth is starting. They use the same joke in the 2003 anime (and of course it comes from the original manga; you can tell the author was a farm girl from Hokkaido with her focus on jokes like this)

While this episode doesn't move the plot forward in any way, it does a lot for the characters, their relationships and showing their personality even more, especially for Winry. Winry is not only shown to be really kind and resourceful in this episode, but she is also given an opportunity to become an even better engineer in Rush Valley. I would consider this episode to be truly filler-esque if it did absolutely nothing for the characters and their development (next to doing nothing for the plot), which this episode did actually do.

As far as that early scene with Winry that Montana found to be fan service-y; a cool thing with anime and manga specifically is how the character designs are exaggerated to help visually convey intense emotions. While a character wiggling their butt could be classified as fan service in many instances, here i think its used more so to express the level of extreme excitement; similarly to a dog wagging its tail.

While there is some and I can think of one of three scenes in which you could be talking about, FMA is general has way less fan service than most shows and I think it is partially due to the Manga being written by a Woman but also because there is kinda no need for it to be honest. Spoilers below: The ones I am talking about is the scene with Lust when she fights Mustang and Havok but like... she is called Lust so it makes sense. I was very pleasantly surprised by Winry! I went into this show fully expecting to hate every moment that she was onscreen because I THOUGHT that was the type of character I was getting. Instead I got a character that’s entertaining, lively, and fleshed out, and I also got one of my favorite romances in anime; her and Ed are tooth achingly sweet, especially on Ed’s end. I love how they bring out totally different sides of each other WITHOUT it feeling out of character-Winry brings out Ed’s shy and sensitive side that he doesn’t show much but but he still gets sarcastic and snappy with her so it’s still obviously HIM, meanwhile Ed gives Winry someone to banter with while she’s so polite and gentle with everyone else, but there are also times where she’s polite and gentle with him as well. It’s like they get to let out their WHOLE personality with each other, which they don’t really do for anyone else (except for Al in Ed’s case, but even then not that much). It’s really sweet and refreshing to have a romance where the characters feel so much like themselves while still obviously behaving slightly differently with each other. Very realistic to how complicated and layered ACTUAL relationships are. I rewatched the “It’s your hands…” scene so many times

Like even then, the way it’s framed and the way the characters interact feel very natural and in-character, and the framing is always a normal length away, not focusing on any particular spot... I don’t know how to describe it other than that it FEELS like any other scene in the show does. Like it’s just a moment between characters that we are seeing, not really something that was made to cater to a specific audience or taste.
