Looks easy to carry, and sounds good. It's absolutely functional. He won't be playing any hardcore drum solos, so why would he carry any more?

In what way is that set not functional? Dude keeps the time perfectly well with it, and if that's not exactly what a drummer's job is then what is?

If you have to reach down to the floor to hit a drum, then it is not a functional setup. A functional percussion setup allows you to have a comfortable (i.e. can do it for hours) position with everything in reach.

I don't know man the guy looks perfectly comfortable to me. If the kit had major problems as far as playability he would probably change something. He's a drummer, not an idiot.
