School staff have no obligations towards parents or kids. If anything, kids are a liability for them, and parents are an obstacle. Their obligations are to the district. They’re only beholden to the district and their direct superiors, the kids and the parents are merely an inconvenience while trying to do their job. See things from her perspective. She’s basically running a business that’s stuck on the tits of a federal organization. Her concern is with passing the standardized tests so she can keep her job and the school doesn’t have to eat a budget cut. Kids like Randy are just a pain in the ass. It’s like if you’re trying to play a video game and a fly keeps landing on your face, that’s Randy. She was willing to put up with his bull shit as long as it wasn’t too serious. If order could be restored, she’d leave him alone and get back to her business. But then he gets involved with an alleged rape AND informs on a murder. That’s not something she can just deal with. She had to bring the police in on it. Then it became their problem, which means Randy was no longer HER problem, and that’s all she cared about. She probably wasn’t always that way. At some point there was a child she cared about. Someone whose future and success and well being meant the world to her, someone who she felt like a second mother for. But working in a jaded, corrupt, and impoverished system that’s rotten to its core, it changed her. Same thing with Bill Rawls. He probably joined the force because he wanted to make a substantial positive difference in his community. Then he realized that being a good human being actually hurts your standing with the department. So he became the Rawls that we saw in the show.

When I first watch the show I couldn’t believe that randy would be so scared to be in trouble. His foster mother seem sweet, but now the more I pay attention I realize that he probably was afraid to go back to the foster care. Think about it, he accepted a mere 5 dollars to be a lookout for a group sex meet up when he makes double of that just selling candy. He also excepted the same amount from Kevin when he bought skittles from him and he told him to tell Lex to go the park and let Randy keep the change. Randy was making money, and his foster mother seemed to be providing for him so Randy had no reason to get involved with all that other stuff.
