Its not a texture pack, I use complimentary shaders on ultra settings and it gives the 3d texture effect

It took me a while to figure the mod out. Make sure you got the right version either for forge/fabric 1.19.3, etc. And on the beacon, you have to hit a certain spot for it to work. At least, that's what I had to do

It is for forge and Fabric. But you need to use the official minecraft launcher to rum these mods. You can not run these mods on Tlauncher as far as I'm aware

Client side mods only have to be installed on your pc to work. Server side mods need to be installed on both the server and your pc to work.
