Every 10dB is noticeably half or twice as loud, because we hear and see logarithmically. 3dB is half or twice as loud linearly, or 1/4 of the noticeable volume change.

These sound dampening mats essentially focus on eliminating reverberations that travel through car panels and by using a cymbal, it is my crude representation of said car panel. It's not perfect, but it does show that these mats do stop vibrations travelling through metal objects.
