Yes its is but it have to be a new line of Service. If you are upgrading, it has to be an iphone 8 or newer.

the $300 hundred is probably a downpayment for the 11. If it is you monthly payments on the device will reduce.

If you have friends or relatives in your are that have different carrier try to get their feedback on the experience with there service providers.
