Simple: Negaduck didn't want to rule the world. He wanted to commit crimes. When the Fearsome Five took over the city, he cut the city into four sections, and all he wanted was the loot. He didn't want to be in charge, he just wanted to commit the crime of the century: Robbing an entire city.

He's shaping up to become a recurring main antagonist in the new Ducktales. Negaduck made his first appearance in The Duck Knight Rises. An obvious Batman parody. Nega is just as crazy as he was in the original. He basically hijacked a lightning cannon and started to destroy an entire movie set.
