It is. As you can see in the video, it's presented as part of the Play to Find Out principle from PbtA games. The crosshairs wording comes from Apocalypse World, where it's about making the storyworld a constantly changing and unpredictable place (anything can die at any moment). Here it's focused on the GM letting go of their own ideas for the story, letting the characters' actions take the story into unforeseen territory.

The "crosshair" bit comes from Apocalypse World, which constantly uses questionable language to "set the mood" or something, but there it means that the GM should actively think about subverting the status quo, overthrowing factions, killing NPCs. It's a much more story-oriented game. In FIST, it looks like it basically means "let the players screw up your plans".

Roughly a third of old DG adventures can end with a good old federal raid. But like end of adventure rituals in other Cthulhu adventures, the path there is laden with investigation. Action in BRP is gnarly. People are squishy. Even many monsters can't stand up to the automatic weapons rules. A firefight is not a drawn-out affair.

I do have an answer for this as someone who has peruse this book a lot and just recently ran a game. A major reason why Delta Green probably isn't noted as an inspiration is just because it's not that kind of game. Like you could run this game with extreme amounts of lethality, but it's very clear that this is a game closer to something out of Hellboy rather than some sort of horror game or anything like that. I'm a very forgiving GM myself, And on top of that I'm not very familiar or used to PBTA type games, so lethality is not a big thing in the recent one shot I did. But me my players were sitting there and just having a riot looking over parts of the book, like there's an example character who is essentially an alien who came to Earth and accidentally invents Christianity, leaves because the Romans are pissed, comes back in the '60s proclaiming it's his second coming, and now he's just a getaway driver. There's a trait in the back of the book that just straight up gives you the ability to look at the referee and plead and bargain for him to give you help. There's a trait that gives you a JoJo stand, and it is called stand. There's a trait that's clearly meant to be a reference to any number of monster collecting game like Yu-Gi-Oh or pokémon or anything like that. That isn't to say that you couldn't run the game as a game with Cthulhu in it or the like, and I maybe just outright misunderstanding the point of calling upon Delta Green as inspiration, but put simply in this game you would have bargain bin metal gear rising Raiden fighting Cthulhu, probably dying, but the whole table would be laughing at the fact that This character died and now replacing him is a person who uses a children's card game as a weapon. Fantastic game, want to run more of it, would probably have to have a huge sit down with the players if I want to run this game like it's Delta Green

@@Akasen1226 An important difference I noticed from a friends description is how little role long investigations seems to take in FIST. FIST is an 80's action movie of a game. You could be someone out of a Mortal Kombat or Terminator movie. Delta Green, at least as Pagan detailed it, is very much a classic Call of Cthulhu investigative game. You will spend a lot of time talking to people, looking stuff up in archives and databases, rooting around places and shadowing people. An adventure is a long leadup to action. The only difference is that you now do it with the tools of a federal investigation. You are always there with an official federal investigation as cover, letting you walk into places, arrest people, request assistance from local cops, wiretap houses and access the FBI database. Players sometimes need a moment to learn they are no longer plucky investigators, they can cuff a fool in a robe and haul them off. They can call the SWAT team.

I don't really know what PbtA is as I mostly only run B/X but FIST has become one of my new favorite games. There are no rules in it that feel that different to the OSR systems I normally run if that means anything. I've even ran old-school D&D modules using FIST with minimum conversion.

I'm not gonna touch the second sentence here but it's worth noting that the point isn't really... anything to do with "fandom". It's a counter to the notion that the GM should be an adversary, and an encouragement to let the players really feel like cool main characters in a story. Is that toxic?
