I believe it's because Niantic counts shadow Gligar as a different Pokemon to Gligar and counting them separately is not enough to reach the usage ban for remix, unlike say Alolan Sandslash and Feraligatr which are almost exclusively used as shadow.

I swear gligar or mandibuzz are on 90% of the teams i see but they are never banned

Thank you for recommending my legend team from last season: Mantine, Steelix, Ferrothorn! However I already analyzed it once I knew GL remix was coming back, and I would say this team wouldn’t work this season because of 1 giant corebreaker: Typhlosion……….

I think they're doing the old all ranks to count for remix with the lower GBL player base because I still don't have my elo and I find G-fisk, medi, and talonflame
