In lower level zones, putting Enforcer Grizzly (or reskins) in the lead with Happy Holidays team perk with your charge fragment means the TEDDY cooldown is over just before the TEDDY expires, so you can have 100% TEDDY uptime. Depends if you want to do constant damage or slightly more spiked with Jilly Teacup. In the 160s, the only outlander I would countence running is Subzero Zenith with his freeze perk.

You have to recruit jilly teacup from the collection book
