Transcript : 19 of the G20 members affirmed commitment. 4 key areas Measuring standards of what we have achieved.. MRV Monitoring Review and Verification. Always a source of contention, fear of intrusive behaviour. Institutional structure for technology Finance The last two part are being ignored by the developed ,nations. Poland not an ideal host 2017 : 2% increase in carbon emission Coastal land is being lost both in terms of ingressed water and also due to the salinity of soil making it unfit for cultivation This population is going to come inwards which will create problem Copenhagen COP there was no outcome The problem is that we are ironing out the logistics of Paris agreement whereas the commitments made there are insufficient as the latest IPCC report shows Paris agreement is going to lead to 3-3.5 degree Celsius. The NDCs even if added won't lead to drop to 2 degree Celsius forget 1.5 degree Celsius China set a peaking target around 2030 even as its emission KS twice the emission by US Even its per capita emission is touching the emission of industrialised countries, ( India has one tenth per capita emission ) We can't go on our business in the pretext of acting in national interest , we will have to bring the ethics of equity into the picture with three dimension Culpability Capacity Impact Culpability as in who is responsible . Capacity as in who has capacity to deal with problem. Impact as in who will be impacted by the change Within the country we must also have a sense of equity, a few small groups are responsible for causing the majority of pollution. Impact mainly felt by the poor. Way forward : time has come for non govt actors to step in Like they did in the land mines treaty, basically promoted by NGOs. The second one was debt relief Role of US Earlier the European Union was the one which used to form a major part of the international pressure for action, but today it is itself mired in existential crisis so that pressure is gone now Way forward : at least start on the adaptation side, get people to adapt to climate changes like coastal water management, city designing The Western nations are not going to feel the impact on the scale we are going to feel

Assemblage of countries at a common stage to negotiate on a critical issue should not be the just the routine work. Only the participating countries could wait for a proper time to take a proper action against it but the pace of climate degradation would not wait for the execution of human being. The responsible countries should not make the event just for the proclamation of a new commitment again and again to get rid of the real problem. Make sure that climate change is not a problem of any individual country, it is for all the human being, living on this earth. Take a heed on proper solution in spite of just making new strategies at every moment.

Rising pollution : An immediate threat to Mankind and relevance of UNFCCC looked through COP 24. Twenty four years down the lane the United Nations Framework on Convention of Climate Change, UNFCCC, came into being in 1994 and after lapse of 24 years and the charter hypothecated from organisations run on similar principles with lesser degree of adaptability and resilience has seen convention running out of steam for lack of poor will of the participants giving more care to industrial development and lesser regard to the environmental issues in arresting the rise in pollution at an ever alarming pace has made the people and the organisations world over conscious to realise the impending perils and draconian effects pollution in coming years. The UNFCCC was still a concept in the early nineties only to born in the convention held at Rio Summit in 1992 with participant countries pledging to arrest the ingredients causing rise in pollution contributing to the global warming and its effects on climate change. While the coal accounts for 40% in generation of electricity and its reserves estimated at 869 billion tonnes, the countries world over are prompted to extract the coal to the growing needs to propel the industrial activities. The figures of reserves are sufficient enough to derive the productivity through unlimited use of the coal lasting for 115 years compared to the conventional reserves of fossil oil and gas. The five countries, China, U.S., Russia, India and Japan account for over 75% consumption of the coal fuelling to the needs of industrial production. If we look at the figures related to the consumption of coal, China leads the table followed by U.S., Australia , India making use of coal as an essential ingredient in the production of energy to the needs of industrial output. The unlimited urbanisation activities going on around the world, the people clamouring for habitation in the towns and cities in false pretext to be called "urban lords" and the Govt finding itself helpless in arresting the mushrooming construction activities has played down the role in awareness towards maintaining an ecological balance and environment sustaining injuries by way of colossal rise in construction activities has done more harm than good to the ecosystem . My suggestions herein lies to maintain an equilibrium fixing the proportion of urban life to rural life at 60:40. The growth of industries in the vicinity of human settlements and emissions in form of smoke and solid waste has reduced the life expectancy to a pathetic low. The thermal emissions through thermal power stations making use of coal for the productivity has left the environment bleeding to the worst. I am witness to the fact and recalling my memories while passing through Barauni Thermal Power station where I noticed a vast tract of land rendered barren and unfertiled through harmful disposal of liquid wastes finding its way seeping through farmlands. Poland ranking ninth in the list of production where the COP-24 is being held cannot resist itself mining the coal to fuel its industrial output which it has been doing over the years. The countries where the coal has substituted for fossil fuels like oil and gas cannot see the ouput as a compromising factor in industrial production and the use of coal for such purpose cannot be overruled to the very extent of its growing needs of the industrial output serving to the statistical GDP. Since 24 years of existence of the UNFCCC, the countries have been alive to the impending qualitative and quantitative dangers to the ecosystem through prolonged use of coal contributing most to the rise of pollution cannot derive much importance where it finds the productivity making use of coal to the prosperity of its industries. It is said charity begins at home finds appeal in context to arrest the pollution instead of looking through windows of neighbouring countries and starting meaningful drives initiated by the each countries of the world can find the pledge providing the requisite solution over the growing menace. The pledge at Poland can be seen as a long drawn conclusion reaping less harvests to the immediate needs requiring to put a lid over the vessel of pollution posing threats on the survival of ecosystem where both the humans and animals alike make most use of the ecological ingredients. The Summit as such may not find too much the applause and relevance given the unsymmetric rise in population unless putting a limit on the construction activities and also limiting wide applicability of coal based plants and industries for output, striking a rational approach for sustainable development through harnessing solar, hydro , aero technology and manure based energy production finding its way propelling the wheels of the industries and thereby the economy of a country. No wonder in coming years if legislation fails to provide a plausible solution to this persistent problem, the judiciary may intervene coming to the rescue of common people asking legislative body for amendment in the Constitution adding "Right to breathe" as a Fundamental Right adding to its importance in interest of its subject and coming down heavily on defaulters unlike seen in the past in Bhopal gas tragedy and Chernobyl nuclear disaster.
