Correction: You can craft them once every patch to be more specific. I also said that you can get them from the secret caves, which is a one time thing, and gives you one per cave and not four( at this point, idek so take my words with a grain of salt). What's bad about it though is the fragments are pretty hard to come across. Not to mention you get different fragments from different parts of the map. From what I'm aware, you can only get them from precious and luxurious chests, but I've heard some say some npcs or the special Natlan trials give you them too. Not sure about that since I haven't gotten it from that so far. You do also get a elixer in a battle pass, but that's not really efficient since it's only available in the premium pass. Personally I still don't think these other ways are enough because you can't get them again and again, and you have to spend money to get one in a pass. Personally, I still think they should decrease the cooldown, or at least decrease the amount to make the artifacts because giving us only one every patch, one in I'm guessing every pass, and maybe in some events( not sure if you can even get them in events ) is just not enough to make this game more playable and less repetitive.

have spent 8 elixirs so far with 4 sands attemps. Got nothing to show for it, it sucks.

They should make it so that events give em like one per big event like crowns and one for completing the highest difficulty in spiral abyss and theatre.

Personally I think they should just allow full customization, make everything start at 1 cost, and for every sub stat after the first 1, increase the cost by 1. So if you wanted a very specific set of stats it would cost you 4 but if you just wanted a crit rate and damage helm you could get it for 1. Also I think they should add a reset option so if you already have a good item that got bad rolls, just pay 1 for it to reset. Also also, get rid of the cap of 1 artifact per set. If I have the elixirs to burn, just let me use them...

honestly, anything longer than every 4 weeks should come with 3 substats. because at this point i feel as though Hoyo has specifically weighted Def%/Def to be the most common substats

There are golden barriers around natlan that requires golden rings to open them. You need three purple obsidian fragments collected from random luxurious chests. Each cave with the golden barriers have the obsidian codex and Scroll of the Hero sets along with ONE elixir for the transmuter.

I think getting one elixir per week from the teapot the way we get one Transient resin is how this system should work. The flower and feather should give us three minor affixes because the main affix on those two are fixed. Lastly the restriction of only being able to craft the same artifact set once per cycle needs to be changed to once per week as well. My personal nit-pick is that something that you have to craft shouldn't be subject to RNG, especially when it's not something that you can endlessly farm. We should either be able to choose every affix since it's a "custom" artifact or be able to choose which affix we want the rolls to go to. That's what custom means.

At this point, the sanctifying elixir should be an item to consume to reset a 4-stat artifact to its base value (with RNG values) instead of this abomination of insane RNG useless stats. Funny enough is that we need to build more than 1 character and this thing doesn't even help alleviate the artifact RNG issue for multiple characters since we can only craft 1 per patch. If this shit is so rare, it should guarantee substats that we actually need for 1 artifact instead of still having layers of RNG built into it.

Right side of Masters of the night wind location in Natlan. One of the paths of the river ends with it leading to a cave. There should be an underground way point that shows both paths of the cave. Going straight is a boss, and going right leads to the cave I was in. There are quite a few puzzles while progressing through the cave, but if you finish the entire thing, you get a luxurious chest, which is nice since I got another ring fragment from it.
