Conway is a shrewd man and a wise one. The way he got Brownlow to give the order explicitly and get Quinnen and Stamp to "log it!" was the right thing to do. I wouldn't trust the likes of Brownlow as far as I could throw him if there were an inquiry and things turned sour and Conway knows that Brownlow has a ladder to climb and he won't let anything or anybody shake him off of it. In cases like this, I imagine that there is nevertheless a procedural inquiry anyway. That isn't the kind of inquiry that I am talking about. I also liked the way that Conway's first thoughts after the suspect had been killed was of June. As a trained and likely experienced negotiator, he likely understood what June was going through. She was after all instrumental in guiding the suspect to the bathroom and to his death. Conway understood that June knew that.

I remember an episode where Reg and a shop assistant were held hostage in a meat store and Sgt Maitland said to Munroe.... well at least Reg is a born talker!!

First time for a Two Parts Episode since the beginnnig of the Series. I see how June feels because its very hard for someone so sensitive to touch Firearms and I noticed that's why British Police have been patroling without Arms for years and years and for the security of people too. But when there is so much danger ,firearms should be necessary

She knew. She read the note and was forewarned and she was the one that directed him to the bathroom. I doubt the note explicitly said they were going to shoot him, but she knew. However, she was in the process of building up a relationship with the hostage taker and concentrating on gaining his trust. The fact that the hostage taker was shot after the immense concentration and hard work of negotiating with him coupled with the likely feeling that she failed weighs heavy upon her and understandably so.
