If this were a revolution, there would not be an emperor in Japan today. Also, the emperor is at the top of the list before and after this civil war. Before the civil war, the shoguns were allowed by the emperor to govern, but after the civil war, the prime minister was appointed by the emperor and governed with the emperor. I am not familiar with foreign revolutions as I am Japanese, but the term "revolution" is not correct as it is not the same as overthrowing a monarch and collapsing an absolute monarchy like in France.
