Yes, and no. The character actually exists in the comics, but is a male character called Victor Neumann, and while it's reasonable to think they changed her for the show to parody AOC (and cast an actress that looks like her), the actress who was cast to play her was already cast before AOC got into office (in January 2019). She was cast in 2018, while AOC was still running but before she had actually won any election. Maybe they re-wrote the role after they started filming to make it seem that way, but that's highly unlikely (that's not how shows work)

It's still a legitimate reference though. Plus who cares what the comics did, there's a lot of things that they changed in the comics.

The scene that Homelander reviews his live mess-up in the tunnel sums up the character perfectly. He wants the approval and love of people, he couldn't just laser them, he would be done. That is why he was laughing hysterically. He wanted to do it, he certainly is capable to, but he knows, he cannot. Anthony Starr's performance is exceptional. You can feel Homelander's hysteria and limits at the same time. You can almost feel.. sympathy. KInda weird.

There is another show that Anthony Starr(Homelander) was in called Banshee, it is a really good show as well. I haven't seen it much throughout the reaction channels, but everyone that has seen it that I have spoken with has loved it. So even if you guys don't check it out for the channel, I think it is definitely worth watching.
