4pm on the 15th is 6am in Australia on the 16th. Thus, the release is the 16th based on timezones. You see this all the time with Blizzard games. They'll list the "release" as the Asian time and not the Americas.

Sometimes games launch at midnight on a specific day, so if you set your time to a time zone like NZ it’s like turning the systems clock forward, thus tricking it into believing the game has launched already.

This is correct, it's an international worldwide release. So midnight July 16th in another country would be 4pm Est here in the U.S. So they are basically streamlining this release for the entire world at the same time throughout all time zones.
