I guess since no entities spawn at door 99, sometimes it spawns without closets. And with my legs or my knees are killing me, seek will be slower so you can survive him. It's like he wants people to complete the chase. Or it's guiding light pushing him.

Just so you know, with the electrical work modifier, Rush doesn't break the lights when he enters the room, and he did when you guessed electrical work.

I just read on the doors wiki, you are correct that the entities do not break lights in the electrical work modifiers. I guess the owners of the hotel decided to upgrade the lights with glass made out of literal bedrock.
