It's because if the body naturally cannot lose the weight, but also doesn't put on more weight, it means that's what the body is comfortable with. Obesity is when you carry more weight than is healthy. Sadly, society doesn't allow these kind of distinctions, and so too many of those who think they are obese, make themselves ill when losing this kind of weight, and never allow their body to just be out it should be.
