I think it's also because publishers like EA or Activision Blizzard (before they were sold) attracts investors who have a gambler mentality. They are prepared to lose a couple of times but when they win, they want to win really big. Even a successful title like Baldurs Gate 3 changed nothing because it didn't bring in large amounts of money via DLC, cosmetics etc. The publishers rather make 10 live service games on the hope that even if 9 fail, the 10th will bring in huge returns.
