i don't think so, i think that natsumi was too obsessive and forceful. for example in the part where natsumi first died was because she didn't care about suzu's personal space, she just kept shoving the food container in her face so suzu had no choice but to push her, unfortunally tho they where too close to a corner and natsumi fell, i get it was bad for Suzu to leave her but she was too afraid. then you can see that suzu only hanged out with natsumi because she was afraid that natsumi would do something to her. People change and Natsumi needed to respect that.

And on December 2018 later she said to my friend "No but she will think about it". They state that the popular girl is nice and she was trying to distance herself from someone who is clingy like that. Honestly, are we disregarding everything Suzuka says to Natsumi at the end, "That she always hated her, how nice she was, and how she always listened to her parents."
