The lady singing this song,Gretchen Peters, has a beautiful voice.This is a hauntingly beautiful piece,a sad peace,a real tear jerker,the lyrics alone are sad,infact the first time I listened to it I cried,it's very touching,very sensitive,inspite of it,I happen to love this piece.For some strange reason it reminds me of my mother,why I don't know,becouse contrary to the name of this piece-The Cruel Mother,she wasn't cruel at all,she was the polar opposite of that,she was a very kind caring,compassionate,sweet loving person.I lost her on July 23rd,2011,she was 93,maybey this is why this song reminds me of her,it rekindles all the fond memories I have of her.She wasn't just my mother,she was my friend,we were just alike we had alot in common,we had alot of great times together.I loved her with all my heart,I'll be glad when my time on earth is up and god calls me home and I can join her in heaven,I really miss her.John M Guinto

It's the same song but with altered lyrics- as is the way with traditional songs. However, it is not 'Celtic' which is a meaningless word in this context. Actually, the original version is probably the 1690 London printed broadside.
