It's not really that bad of a thing it's just that it's such a low impact character that people aren't really able to feel the difference and yeah your overall healing will be good but in actual combat it's so slow that it can easily get outdamaged and comparatively with other supports that can not only heal but also do damage whereas if rocked shoots for even a nanosecond then his teammates get to critical health

Defensive support ults are ***really*** strong. CnD, Luna, and Mantis making their entire team effectively invincible basically cancels out 90% of offensive ults in the game. When ults are the deciding factor of a team fight, and the enemy team can make their team invincible to them while yours can't, it shows.
