In Qld that would constitute a deprivation of liberty. If you tell the police that you want to make a complaint they are required to investigate it. Find out what your state's equivalent is so there is an obvious obligation for them to take action. Sad that it would come to that but failure on their part then could expose them to discipline, you may see a chane in attitude.

Here how the police "deal" with it. They arrest, move you on with a move on order, Tell you that your the issue etc. It's easier for them to deal with you that way on who does this reporting or someone who's just looking to what's happing because they think it's way easier to deal with you, mark you the issue, make their job easy.
