He is using the right-endpoint sum here. If the left-endpoint sum was used, then yes, the rectangles would all be inscribed.

Whichever endpoint you use for this sum (whether the rectangles stick out or fit under the curve) seems to not matter since the rectangles are becoming infinitely small. Once they're small enough, they don't come out or underapproximate, they match the curve exactly.

Correct me if I'm wrong, but it depends on whether the function increases or decreases when using left or right endpoint sums.
