Announcer sounded like Bill Wendell (he would have prerecorded his voice from NY since the show was taped in LA). Red Buttons was usually present at the Dean Martin Celebrity Roasts.

Was that really Idi Amin? I thought he wasn't welcome in the US? But anyway, Red Buttons and Slappy did their routines excellently well I was crying with laughter. But howcome there was no roast segment by Richard Pryor?
