"You're the best English teacher IN the world". I think in this case, the use of "throughout" and "all over" would be weird because you're not referring to spaces, surfaces or time. You're talking about a PERSON, so you gotta use the preposition. Thanks for reading my comment.

And said that's wrong, because only poor people with a bad education speak like that. And I respond, well maybe you want to speak with a British Empire accent instead of American accent.
