Bill and Ben are tank engine twins who work at the china clay quarry at the very end of Edward's branch line. Each tank engine has 4 wheels, a tiny chimney dome and a small squat cab. Their job is to take the china clay, which is mined from the surrounding hillsides, into freight cars and deliver them along the main line for engines and for ships at the docks as well.
One morning, Bill and Ben arrange some cars and leave to pick up some more, but they return to find them all gone, which leaves them feeling quite surprised. Their drivers notice and inspect a patch of oil on the tracks and suspect that a diesel is responsible for taking the cars. Mishearing this as "diseasel," the twins remember a notice in their shed saying "coughs and sneezles spread diseasels," and they argue over who is responsible. Their drivers intervene and make a plan to get the freight cars back, which involves removing the twins' nameplates, making them true identical twins in order to confuse the diesel. Bill and Ben soon find the missing cars in the yard at Wellsworth, with a long length green diesel at the front. Ben hides behind, with Bill going on forward and alongside the diesel to demand the cars back. The diesel claims the cars are his and tries to shoo the tank engine away, but Bill reverses behind the cars and Ben comes forward surprising the diesel (thinking it is the same engine). This goes on and on until the diesel's eye nearly pop out and he begs for the tank engines to stop. The twins then reveal themselves to the diesel, which he concludes that it was a mischievous prank all along.
Just then, Edward arrives on scene and asks why Bill and Ben are playing around in the yards. The twins argue that they were not playing around and claim that they were only trying to retrieve their "stolen cars" that the diesel took, but Edward scolds them for their rudeness and explains the basis of the diesel. The twins, who are left feeling impressed, apologize and the diesel forgives them. He introduces himself as BoCo and explains that he got his cars mixed up with Bill and Ben's. Edward then sends the twins to take their lot back once they have picked up BoCo's cars in exchange for theirs. After Bill and Ben leave, Edward tells BoCo that there isn't any true harm in the twins but they can be maddening at times. BoCo laughs and replies that "maddening" is the word.
