Hunters are similar to independent operators and also agree to work with whatever faction they desire, their motive stems from Military experience, servitude and leaving their signature mark. You hear how they laugh when going against them, they enjoy the thrill of battle, and also work for themselves. That makes them so intriguing.

No. The Hunters come from a marine corps background. Specifically the Apache 1-9 unit, or rather “the Walking Dead”. Their experience makes them suitable candidates for Black Tusk Special Forces considering BT recruits average marines as standard infantry. They don’t “laugh” but they remain silent as a way of psychological manipulation. Ideally, when something that appears human does not speak we tend to think of them as monsters. They use that fear to gain an advantage when fighting and catch isolated targets off guard.

I’m still curious on why they were willing to help the factions in resistance look for Keener like what’s their connection to him and it can’t just be because of his red rings

@@DaScorpionSting We know now they are the clean up crew. Keener was a threat to their plans to use both the virus and any retrovirus as a means to control. They were in the underground to keep people from escaping the quarantine area. They are more or less watching us now because we are more or less keeping DC and New York in check for now, and our agent might be a good candidate one day.
