Tried this a few weeks ago just for giggles in Summit, very effective, the dps you can get is insane, plus like you mentioned, no reload.

You can do the same thing with a gr9 with steady handed with tons better accuracy/stability

I have been using a GR-9 with Steady Handed, and swapping exotics as my secondary weapon. This GR-9 functions like the Bullet King in that it auto-reloads, so is great for longer fights.

I've got a few bullet kings but one I just tried in the range was just for giggles, I got one with fire rate & just randomly paired it with striker and it's 1020 RPM, I'm going to try it out in the real world.

Just fyi the Rock N Roller is currently bugged since last update and loses 10 rounds ammo when you swap weapon. For now best to use Lefty.

I feel like damage to health would help you more overall for PvE?

Only few NPC's out there where it is effective. Most of the NPC's have Armor and also many Bosses too so Damage to Armor is better in this situations.

Either damage to health or crit chance is the most beneficial on things like bullet king or pestilence

Could be many reasons for that like not enough Weapon damage or crits, Weapon is not optimized or don't have damage to armor. With this build you can do 400k plus as a base without stacks so that 60k is actually really low.

That's the problem with Today's players these days... everyone's too lazy to read the description on the set.. instead they come to youtube and copy and paste builds. So it's just now that this OLD set up is just being shown in KZbin.

Majority of the player base running around with St. Elmo Striker build and you can rarely see them using a different weapon. This video is a refresher to people to let them know that Bullet King got a buff in the new update and now is definitely a viable option. I'm trying to help the community here and you are being disrespectful. There are so many new and returning players out there that don't even know what's happening.
