Indeed people don't get arrested for walking on the grass or littering, in most cases you'll get a warning not necessarily from any government or security officer but ordinary citizens coz most people need their neighbourhood clean. Sometimes exaggerated or misinterpreted information may be tarnishing the image of a country.

Things did not happen overnight and it would have taken years for Rwanda to be what it is today, Congratulations to the government and its people. It has improved the standard of living, is it more expensive to live here? other states should take a lesson or two from Rwanda. Sorry to have to go through all that when you arrived, Australian immigration laws are very strict as well, fruit cannot be taken from one state to another, and if you don't dispose of it you are fined heavily.
