As far as i can tell one part of this drift upgrade adds 4wd to the cars even if they are rwd with a 20/80 or 30/70 split id say

That would be called awd then.. 4wd you can take in and out. Not that gta allows this but the real world. If all 4 tires have power at the wheels then it's considered AWD just a fyi lol
