The coin bag in 64 disguising as a coin is actually smart, as it causes damage to Mario upon contact, which could be fatal if Mario is down to his last point.

No. The dumbest enemy in the original is Bowser. He's supposed to be the leader and yet fights on a bridge over lava with his weakness right behind him.

Super mario 2 I personally believe the ninjis win that honor. They literally just jump in place. The shy guys move and can fall off ledges onto your character making them more of a threat

Actually, I think the Goombeetles aren't as braindead as you think they were. They knew their biggest weakness and did something about it. And in fact, wearing helmets is them trying to be cautious of their environment. Definitely NOT dumb.

I can't agree with the Moneybags for Super Mario 64. They're clever in regards to catching off guard players who are very low on health. I'd put in Sushi the shark instead. In the N64 version, he swims around in a very predicable circle.
