I really feel in line with the Karl Franz on this one. Had never touched Empire before Elspeth and if you've never played him that campaign is a nightmare with everyone around you collapsing and the AI being as helpful as a dump on the doormat.

1:50 the skaven undercity in altdorf in my experience is scripted, there always there around turn 4 or 5 in my experience

Ever since the second overhaul of the Empire, playing as Karl has become more a game of whack-a-mole than ever. I played just after the update, and I was fighting to hold my Authority just at "Stagnant" every step of the way! Also, I'm pretty sure that Under-City beneath Altdorf spawns at game start. I believe it's meant to encourage the AI to build a network under the Empire, to reflect how the Skaven regularly use the sewers beneath Imperial cities in the lore.

When warhammer 3 came out it was the first one I've played and to this day I still refuse to play the empire unless its that ww2 mod. So I don't blame the guy for not knowing karl franz I think the empire has a really boring and/or at least a undeniably simple roster. The irony being that cathay was the first faction I played and absolutely loved all because I enjoyed being a spellcaster switching to a dragon. I look at the empire and see "Look at me I'm on a giant bird horse" whoop dee doo.
